VERA CRUZ, Mexico, Aug. 19.— Conflicting reports are reaching this city concerning the extremely delicate condition of international peace. The population is aroused as to the probable intention of the United States in regard to intervention.
Conservative business men are apprehensive that President Huerta's boldness and abruptness will precipitate matters greatly and endanger a peaceful handling of the situation.
The various Mexican gunboats and transports in the bay have called all seamen and officers aboard, which is regarded as a sign that fears are entertained that relations between the neighboring republics are becoming strained.
