Vera Cruz Grows Calm.

Special Cable to The New York Times.
VERA CRUZ, Aug. 20.— The political situation here is calm again. Prominent politicians who arrived here to-day from Mexico City, including a sub-secretary to a Cabinet Minister, have given interviews to the local newspapers intimating that President Huerta would not break off America's friendly overtures, but also would not heed all of them.
The United States warships stationed here sailed to the open sea for target practice to-day, the Michigan afterward continuing her voyage to Tampico, which port is in danger of a successful attack by large rebel bands that are overrunning that part of the country.
