Cabinet Decides to Meet German Plan by Increasing Aerial Fleet.
PARIS, April 3.— The huge aerial preparations made by Germany determined the French Cabinet Council today to decide to bring forward on the reassembling of Parliament, on May. 7, a bill to add greatly to France's air fleet.
Even the outlines of the new measure have been kept secret, but it is generally agreed that the conditions of war on land and sea have been so changed by the progress made in the navigation of the air that France must put forth fresh exertions in this direction.
France already possesses 600 aeroplanes, but is deficient in dirigible balloons, capable of dropping explosives on battleships, arsenals, shipyards, and other objective points.
