CONSTANTINOPLE, Oct. 8.— Persistent rumors are current that hostilities have begun on the Bulgarian frontier north of Kirk-Kilisseh, but the Porte says it is without news on this subject.
Bulgarian excesses against the Turks are reported from Varna, Aidos, Burgas, and other places. Thirty Turks have been killed and many injured, according to this report, and several villages have been looted, bombs being employed in some cases.
The military authorities here say that the Bulgarian forces are being concentrated at Jamboli and Eski Saghra.
The Government to-day prohibited the export of cereals from European Turkey.
The War Minister, Nazim Pasha, has been appointed in supreme command of the Turkish forces.
Abdullah Pasha, Commander in Chief of the Turkish forces in Albania, has been appointed to command the Northern Army, to operate against Bulgaria and Servia, Ali Riza Pasha, ex-Minister of War, will command the Southern Army against the Greeks.
War Fever in Constantinople.
The war fever of the populace is rising rapidly. Many thousands of students and others formed processions and marched through the streets to-night. They held demonstrations in favor of war before the palace, where the Sultan appeared and saluted them. Thence they proceeded to the various embassies and to the Porte.
Everywhere perfect order was maintained except while passing the Bulgarian Legation, where hostile cries were raised and stones were thrown. Later, a strong body of police was sent to guard the legation.
Patriotic meetings were held and fiery speeches were delivered, clamoring for war. This outcry is based on the belief that the Balkan States are combining to drive the Turks out of Europe.
Reliable information reached here this evening that the Balkan States' ultimatum demanding autonomy for Macedonia will be delivered on Monday. In view of the gravity of the crisis, the Government contemplates adding to the Cabinet two or three members without portfolios.
The Semian leader, Sofulis, late advices say, has proclaimed a republic in the Island of Samos, with himself as President.
