Turkish Commander Praises the Hamidiyeh's Crew for Bravery.

LONDON. Saturday, Nov. 23.— A dispatch to The London Times from Constantinople says:
"The protected cruiser Hamidiyeh returned here to-day down at head and entered a dock. It seems that her engagement with Bulgarian torpedo boats took place outside the heads in the direction of Midia.
"The commander says in his report that his men did their duty admirably and carried out orders automatically without budging from the stations."
