What Roumania Wants.

New York Times 100 years ago today, November 22, 1912:
Rectification of Frontier Demanded — Stipulations as to Albania.
    LONDON, Friday, Nov. 22.— Roumania has communicated to the Austrian Government the main outlines of her claims in the Balkan rearrangement.
    These, according to a Bucharest dispatch to The Daily Telegraph, include the ratification of the Dobrudja frontier, comprising practically half of the Rustchuk quadrilateral.
    In the event of the formation of an Albanian State, the whole region comprised between Monastir and Ochrida must, says Roumania, belong to Albania, as this district is populated by people of Roumanian origin, and they are to be assured of liberty of religion and language.
    Roumania further demands a concession for a railway between the Danube and the Adriatic Sea, offering to advance the money necessary for its construction and for carrying on the service.
