Partial Mobilization Expected as a Result of Russia's Attitude.

VIENNA, Nov. 21.— Partial mobilization is expected in the Galician and lower Hungarian frontier districts, owing to Russia's pronounced stand in favor of the Servian demand for an Albanian seaport.
The Austrian fleet at Pola is kept under steam, and it is rumored that a joint demonstration of the fleets of Austria, Germany, and Italy is impending on the Albanian coast should the Servian Government not give way.
