Berlin Weighs War Chances.

Thinks Turks Likely to Desire War if Italian Treaty Is Signed.

    BERLIN, Oct. 4,— Reports of the conclusion of peace between Italy and Turkey caused lively satisfaction in Germany and brought about a sharp recovery on the Bourse, but the public is perplexed as to its effect on the Balkan situation.
    Optimists believe that the cessation of hostilities in Tripoli will frighten the Balkan States from seeking a quarrel with Turkey when she would be able to employ her entire military and naval resources against them, and that the preservation of peace is, therefore, assured.
    Pessimists think Turkey's ability to concentrate her energies against the Balkan States enhances instead of minimizes the danger of conflict. They argue that Turkey's differences with Bulgaria, Servia, Montenegro, and Greece must be fought out sooner or later, and that now, when the world is agreed that provocation has been given by them, the Turks are likely to regard it as the psychological moment and go to war.
    The Turks are further animated, it is thought, by a strong desire to recover the prestige which they forfeited in the war with Italy.
