Representative of a Balkan State Predicts Speedy Outbreak.

VIENNA, Oct. 5.— According to information given The New York Times correspondent by a representative of one of the Balkan States, war cannot be averted and an outbreak of hostilities is expected in a few days.
The Balkan States are acting on the certainty that in any case their territorial integrity is guaranteed, and that Turkey, even if victorious, would be compelled to introduce far-reaching reforms.
The proposal of M. Poincaré, the French Premier, was submitted to-day to Count Berchtold, the Austrian Chancellor, by the French Ambassador M. Dumaine. According to authoritative information Austria's acceptance is expected of the proposals, which aim to maintain the status quo and prevent war by compelling Turkey to introduce political and administrative reforms.
