PANAMA, Oct. 2.— Gen. Luis Mena, the Nicaraguan rebel leader, who surrendered to the American forces, was so ill when he arrived here last night on board the cruiser Cleveland that he was taken direct to the Ancon Hospital, where he is confined to bed.
