Turkish-Italian Peace Arranged.

    OUCHY, Switzerland, Oct. 15.— A protocol of peace preliminaries was signed here to-day by the Turkish and Italian delegates, the former accepting the original proposed basis of peace. A treaty will be formally signed here this week.
    The Italian fleet will be recalled from the Aegean Sea and the Turkish troops from Libya.
    Turkey now has a free hand in the Balkans.
