Menace From Rumania.

New York Times 100 years ago today, November 17, 1912:
Said to be Marshaling Troops on Bulgarian Frontier.
    LONDON, Nov. 16.— Rumania is reported to have placed strong bodies of troops at three points on the Bulgarian frontier.
    The movement is believed to be the result of diplomatic arrangements so that pressure can be applied to Bulgaria in order to keep the terms of the armistice within moderation.

PREPARE FOR CHOLERA HERE.
Health Officer Says It Will Be Checked at Quarantine.
    Health Office O'Connell of the Port of New York, referring last night to the cholera situation in Turkey and Bulgaria, and its effect immigration from Adriatic ports to New York, said:
    "New York need not be alarmed, but it would be very unwise not to be deeply concerned in the pathogenic conditions which are the outcome of the war in Turkey. All wars that are extensive are productive of disease, and wars in the East are always productive of cholera epidemics. We expected such a situation as may come to our ports from the Italian-Turkish war, but the perfect organization of the Italian forces and their utilization of scientific preventive and quarantine methods confined the cholera to the field of military operations.
    "We may escape cholera in this port, but it will be remarkable if we do so, and we must be prepared to meet it and hold it at quarantíne. I do not think it will get beyond that. We have been making improvements for the last eight months with just such a situation in view but we should go much further and perfect the physical equipment here so that all the passengers we may have to remove from incoming vessels may be accommodated without difficulty and without danger attendant upon the last cholera visitation at this port.
