SANTO DOMINGO. April 13.— José Borda Valdez was elected by Congress to-day to the office of Provisional President of the Republic, in succession to Archbishop Nouel, who resigned recently because of ill-health. Archbishop Nouel arrived at Willemstad, Curacao, on April 7, on his way to Europe.
The Government within a year must call a general election.
