Washington Denies Vienna Story That Agreement Has Been Made.

    VIENNA, Oct. 18.— It is stated on good authority here that negotiations are nearly completed between Washington and St. Petersburg for a year's extension of the Russo-American treaty, with the object of gaining time necessary for discussing and negotiating a new treaty.
