Pall Mall Gazette Praises Disposition to Repeal Free Tolls Clause.

    LONDON, Feb. 15.— The Pall Mall Gazette says in an editorial article: "Much credit is due to the better class of American citizens for the stand they have made on behalf of honest dealing on the Panama question. Opinion is apt to be gregarious in the States, and it is not easy to oppose the blatant and cynical jingoism to which the baser sort of journalism so readily appeals.
    "The New York Chamber of Commerce, following the example of Root and Choate, by an overwhelming majority condemned the preferential tolls by which the good name of the American people is betrayed.
    "Business men know the value of credit, and it is difficult to conceive any gain that would counterbalance proof that a treaty with the United States was a worthless document."
