Protects Vasquez Gomez.

New York Times 100 years ago today, April 11, 1913:
American Sea Captain Refuses to Surrender Him to Gen. Velasco.
Special Cable to The New York Times.
    VERA CRUZ.—W. W. Canada, the American Consul, and the Captain of the Ward liner Morro Castle are in hot water with the military authorities on account of the latter's having Dr. Vasquez Gomez on board, and refusing to deliver him to the military commander, Gen. Velasco.
    The steamer is delayed by a "norther," but will sail as soon as the wind dies down. The Captain says he will deliver Dr. Gomez only to the city authorities and on a competent warrant.
    Dr. Francisco Vasquez Gomez, who is a brother of Emilio Vasquez Gomez, once proclaimed Provisional President in opposition to Madero, was arrested by mistake for his brother several days ago and was then released.
