Mexico Embarrasses Japan.

Latter Fears Friendly Demonstrations May Be Misunderstood Here.
    TOKIO, July 21.— Mexico's demonstrations of friendship are pleasing but embarrassing to Japan. It is feared here that they may be misunderstood in the United States and affect the friendly relations with that country. The Japanese newspapers are chagrined at the outcome of the California negotiations, but express gratification that Mexico, unlike the United States, welcomes Japanese emigrants. They point out, however, that anything in the nature of an alliance between Japan and Mexico would be impossible, as it would undoubtedly awaken suspicion that Japan was fostering bellicose designs.
