Don't Believe British Protest Will Have Any Effect.

BERLIN, July 12.—The German press dignifies the Anglo-American Panama Canal incident as of the highest importance. It is believed here that the controversy was directly provoked by the Canadian Cabinet Ministers now in London.
The Lokal Anzeiger, frequently the organ of German official opinion, says to-night:
"England bases her protest, not unjustly, on the Hay-Pauncefote treaty, but it is altogether improbable that the protest will be successful. All such protests on the part of England in the past have gone up in smoke. All paper agreements to the contrary, America has not hesitated to fortify the canal in violation of the Hay-Pauncefote pact."
The Lokal Anzeiger adds that there is no foundation for reports emanating from America to the effect that Germany has already protested against the discrimination in favor of American shipping through the canal.
