Moukhtar Pasha Becomes Vizier — Tewfik Pasha's Terms Rejected.
CONSTANTINOPLE. July 21.— Tewfik Pasha, Turkish Ambassador at London, who was appointed Grand Vizier, made a stipulation as a condition of his acceptance that the Chamber be dissolved. The Sultan declared that he was not willing to consent to such an unconstitutional action, and to-day appointed Ghazi Moukhtar Pasha, Grand Vizier. Tewfik Pasha will be retained as Ambassador.
Moukhtar Pasha has formed the following Cabinet:
Mazim Pasha, Minister of War; Hussein Hilmi, Justice; Kiamil Pasha, Foreign Affairs; Ferid Pasha, Interior; Zia Pasha, Finance, and Jemalledin Effendi, Sheik-ul-Islam.
