Would Have Vessels Pay Only Amount Needed for Operation Expenses.
LONDON, July 19.— John Barrett, Director General of the Pan-American Union, referring to the Panama Canal during an address before the Chamber of Commerce to-day, said:
"If I had my way, prompted by the idea of the greatest good to the greatest number. I would make the canal essentially free to vessels of all nations — that is, have the tolls based absolutely on the cost of operation, and the same to every flag. I believe the increase in commerce to the United States resulting from such a policy would more than offset any special advantage that might result to another country."
