LONDON, Feb. 11.— An uncensored Constantinople dispatch to The Daily News says:
"The Government is making desperate efforts to raise money, first, by an internal loan on State bonds; second, by Treasury bonds in the value of 1,000,000 pounds Turkish, ($4,395,000,) sold to M. Kahn, a banker, bearing interest at 8 per cent.
