Hakki Pasha to Head a New Delegation to London.

    LONDON, Monday, Feb. 10.— The correspondent of The Daily Mail at Gallipoli cables:
    "Hakki Pasha, former Grand Vizier, is, I am informed, leaving Constantinople for London on Tuesday. He hopes to reopen negotiations for ending the war."
