America To Recognize China.

    LONDON, Monday, March 17.— The Daily Telegraph's correspondent in Peking, discussing the fact that the Chinese Government has suspended all Independent loan negotiations and declined the offer of $75,000,000 from certain London financiers, says:
    "Evidently much is being staked on the international effect of the meeting of the National Parliament. Private Information received here leaves little doubt that the United States will then immediately recognize the new Government and that warship arrangements have already matured for saluting the five-barred Republican flag.
    "All this cannot but have a powerful influence on China's borrowing capacity. Things, therefore, have taken a sharp and unexpected turn for the better."
