Powers Not To Interfere.

New York Times 100 years ago today, July 6, 1913:
Europe's Problem Is to Localize Hostilities, Says German Paper.
    BERLIN, July 5.— The official Norddeutsche Allgemeine Zeitung's account of the recent conference at Kiel between the German and Italian statesmen emphasizes the harmony displayed on all points. It concludes:
    "All the great powers agree in principle that there shall be no interference with the former Balkan allies. Europe's problem is to localize hostilities."
