WASHINGTON, Aug. 11.— A dispatch was received at the Navy Department to-night from Commander A. T. Long, at La Guayra, reporting the arrival there of the United States protected cruiser Des Moines. The cruiser sailed from Brunswick, Ga., last Monday, bearing Henry F. Tennant of New York, the new Secretary of the American Legation at Caracas, who will look after American interests until a Minister to that country is appointed.
