Japan Bars Diaz Mission.

New York Times 100 years ago today, August 13, 1913:
General Instructed by Huerta Not to Sail for Tokio.
    TOKIO, Japan, Aug. 12.— The Japanese Government intimated to-day to the Mexican Government that it would not receive Gen. Felix Diaz as special envoy to Japan to express the thanks of Mexico for Japanese participation in the Mexican Centennial.
    At the same time it announced that it would receive Gen. Diaz only as a private individual.

Huerta Fails to Answer Rebuff.
    MEXICO CITY, Aug. 12.— The Huerta Government was silent to-day with regard to the notice issued by the Japanese Government that Gen. Felix Diaz would not be received, as Mexico's special envoy to thank Japan for having participated in the Mexican centennial, except that it was said a statement concerning the incident might be issued tomorrow.
