Prince Arthur Invests New Emperor with British Order.
TOKIO. Thursday, Sept. 19.— With elaborate ceremonial, Prince Arthur of Connaught, the representative of King George, to-day invested the Emperor with the insignia of the Order of the Garter.
The Empress, the members of the Imperial family and the Cabinet, the Elder Statesmen and the Councillors were present.
