Correspondent Says Full Reform in Macedonia Is to be Granted.

LONDON, Thursday, Sept. 12.— The Daily Mail's Constantinople correspondent asserts that he has complete authority for saying that the Turkish Cabinet intends to confer the same benefits on all nationalities in Macedonia as were recently granted to the Albanians. He quotes his authority as saying:
"A Constitution according equal treatment to all nationalities will be put into operation in the fullest sense."
