Notes of Foreign Affairs.

New York Times 100 years ago today, March 2, 1913:
    GUAYAQUIL, Ecuador.— Gonzalo S. Cordoba, at one time Minister of the Interior, has been appointed Minister to the United States, and has left for Washington.

    RIGA, March 1.— Over thirty steamers are frozen fast in the Gulf of Riga. Ice-breaking tugs have been dispatched to the scene to endeavor to extricate them from their dangerous position.
