Sodden Troops Drying Out.

    GALVESTON, Texas, March 10.— A bright sunny day, the first in weeks, gladdened the troops in Galveston and Texas City to-day. At Texas City, in particular, was the weather change welcomed; but even if it keeps clear for a week, it is doubtful if that camp will thoroughly dry out. No more cases of spinal meningitis were reported to-day, and the medical officers believe that there is no danger of an epidemic.
    The reports coming to Galveston from the points on the Rio Grande are of serious conditions at various points on the Mexican side. It is said that there is no chance of the border patrol being reduced at any time soon, and the entire Third Cavalry is held at San Antonio ready to go on duty the moment such an order is issued.
