German Papers Interested in American Estimates of the Kaiser.

    BERLIN, June 10.— Practically all the important newspapers in Germany have published a summary of the tributes of American public men paid to the Kaiser in The New York Times on the occasion of his silver jubilee. Those emanating from ex-Presidents Taft and Roosevelt, Andrew Carnegie, and Nicholas Murray Butler, owing to the familiarity of German readers with their names, attract the liveliest attention.
    Berlin is preparing for the jubilee festivities with its accustomed nonchalance, but the city is rapidly filling with visitors, including hundreds of Americans, and when the programme opens on Sunday a spirit corresponding to the importance of the occasion will doubtless be abroad.
    There is a general expectation that military amnesty will be one of the principal measures to which the Kaiser will resort to mark the twenty-fifth anniversary of his accession. Important honors are also thought to be in store for eminent officers of the Government, army, and navy.
