De la Barra, at Havana, Tells of His New Military System.

HAVANA, Aug. 4.— Francisco de la Barra, ex-Secretary of Foreign Relations of Mexico, arrived here this morning on his way to Europe via New York. He said that while he had no special mission in Europe, he might, as a former member of President Huerta's Cabinet, be consulted in France regarding the loan recently negotiated.
He refused to discuss diplomatic relations between the United States and Mexico, saying to The New York Times correspondent:
"My position as a diplomat renders it impossible for me to give any expression of opinion on that delicate subject."
He said that President Huerta was establishing a new military system by means of which he would soon be able to guarantee the lives and property of foreigners. He believed that peace was not far off, as Huerta was gradually getting the upper hand, and condition were generally improving.
