Work Began Nine Years Ago — Plan Tunnel Under Culebra Cut.
Special Cable to The New York Times.
PANAMA, May 3.— The canal workers will celebrate to-morrow the ninth anniversary of the day on which the United States began work at the Isthmus. Plans are being made to build a tunnel under the canal below Culebra Cut instead of a bridge for a railroad. There was another serious landslide in the Culebra cut this morning. It filled the entire bottom of the canal to a height of 26 feet over a space 200 feet. Tracks and equipment were buried.
