Secret Agreement with Russia Said to Have Been Signed.
LONDON, Thursday, May 15. — A secret agreement between Russia and China was signed recently, according to the Peking correspondent of The Daily Telegraph. Under it China concedes complete autonomy to Outer Mongolia, whose frontier has been delimitated.
This agreement, which, the correspondent says, is certain to create a storm throughout China when it becomes known, saves Kobdo and Uliassutai, besides all the Kirghiz country and extreme northwestern Mongolia.
Autonomous Mongolia will measure more than half a million square miles. No such surrender has been chronicled since 1898 when the Port Arthur and Kiao-Chow coups were recognized by treaty.
