Mena Quitting Panama for Jamaica.

Special Cable to The New York Times.
    PANAMA, April 30.— Gen. Luis Mena, the ex-Nicaraguan insurgent, who was detained here by ex-President Taft's orders and released by President Wilson, will sail to-morrow for Kingston, Jamaica. He has refused to discuss his plans.
