Russia To Be Arbiter.

New York Times 100 years ago today, May 9, 1913:
Bulgaria and Servia Agree to Submit Their Differences to Her.
    LONDON, Friday, May 9.— Bulgaria and Servia have accepted Russian arbitration of their differences, according to a Sofia dispatch to The Times.
    The Ambassadorial conference here sat for two hours yesterday, but reached no important decision. It is not expected that the conference will reassemble before May 20.
    In the mean time proposals defining the limits and status of the new Albania will be submitted to the European Governments.
    The peace conference will assemble In London, and presumably detachments from the international fleet will take possession of Scutari pending final settlements.
