Yuan Wants To Retire.

New York Times 100 years ago today, May 5, 1913:
But While He Is China's President Let Conspirators Beware.
PEKING, May 4.— President Tuan Shih-Kai has issued a manifesto warning the people that although he has refrained up to the present from employing military force against plotters in the hope that conspiracies would cease, in the future he will not permit conspirators to stir up trouble.
He expresses the hope that after the next Presidential election he will be relieved from the cares of office.
