De La Barra On Way Here.

    VERA CRUZ, July 31.— Francisco de la Barra, ex-Minister of Foreign Relations of the Republic of Mexico, left this port this afternoon aboard the steamship Morro Castle, bound for New York. He was accompanied by Carlos Pereyra, an attorney, who formerly was First Secretary of the Department of Foreign Relations and for a while was Acting Minister. Also accompanying Señor de la Barra was Señor Canale, a lawyer, who is private secretary to Gen. Victoriano Huerta, Provisional President.
    When approached by representatives of the newspapers in this city, Señor de la Barra declined to talk about the purpose of his visit to New York.
    The United States warships South Carolina and Louisiana now are the American guardians of the entrance to the harbor of Vera Cruz. The South Carolina relieved the New Hampshire from guard duty to-day.

    WASHINGTON, July 31.— The news that Francisco de la Barra, formerly Provisional President of Mexico and member of Huerta's Cabinet for many months, was coming to the United States and a suggestion that he might seek an audience with President Wilson brought forth the information from the White House to-night that it would depend entirely on the character of Señor de la Barra's mission whether he would be received.
    It was intimated that if Señor de la Barra came merely to pay his respects as a former Ambassador to the United States or as former President of Mexico, he would receive all courtesies, but that in the capacity of a partisan in the present trouble it was not likely he would be welcomed.
