Carranzistas Plan to Oust Him — Pleased by Wilson's Stand.
Special Cable to The New York Times.
PARIS, May 18.— A conspiracy is afoot in this city to overthrow Gen. Victoriano Huerta, Provisional President of Mexico, by partisans of Col. Venustiano Carranza, rebel Governor of the State of Coahuila. What is described as a committee meeting of the conspirators was held yesterday. According to an interview with one of the plotters published in a Paris newspaper this morning, Gov. Carranza's aim is to restore the constitutional government upset by Gen. Huerta.
"Huerta's Government is illegal, and we are pleased with the attitude of the American Government in refusing to recognize him," the supporter of Col. Carranza said. "We all know that President Wilson's Administration is disposed to show friendship to the Mexican people.
"Gov. Carranza," the conspirator continued, "is in possession of three railway lines connected with the American frontier and the Pacific Ocean. The only railway now in the possession of Gen. Huerta is that running from Mexico City to Vera Cruz. We believe that very shortly that line also will be in the hands of Col. Carranza.
"The Governor of Coahuila has given us authority to say that he will refuse to recognize any loan that may be raised here, or anywhere else, by Gen. Huerta."
