Consul at Tampico Wants Formal Demand Made on Government for Protection.
REBELS THREATEN ATTACK
Washington Asked to Send Instructions to Commander of the Battleship Connecticut.
    TAMPICO, May 24.— Conditions around Tampico on account of threatened attack of rebels are regarded as so serious that the American Consul General has asked the Administration at Washington to instruct the commander of the battleship Connecticut form ally to demand from the Tampico authorities protection for the American residents. At the same time the Consul is of the opinion that the authorities are powerless to give this protection.
    The women from the district have been concentrated at Tampico for safety. The property and lives of those outside the city are at the mercy of the rebels.
    The Consul suggests that the Governors of the States of Vera Cruz, Tamaulipas, and San Luis Potosi also be asked for protection.

    MEXICO CITY, May 24.— The participants in the $100,000,000 loan sanctioned recently by the Mexican Cabinet are the Banque de Paris et des Pays Bas and the Credit Lyonnais, with which are associated New York and London banks in the capacity of creditors. The New York bankers are said to be Speyer & Co., Kuhn, Loeb & Co., and J. Pierpont Morgan. Coutts' Bank is alleged to be the English participant.

    EAGLE PASS, Texas, May 24.— Several members of the Mexican Chamber of Deputies who supported Madero arrived in Piedras Negras to-day to form the nucleus of a Constitutional Congress. Pending the outcome of the present revolution they first will organize as a council to Gov. Carranza.
    Gov. Felipe Riveras of Sinaloa and Gov. Alberto Fuentes of Aguas Calientes arrived last night and conferred with Col. Carranza.

    DOUGLAS, Ariz., May 24.— Rene Dupre, automobile racer and aviator, cruised into Mexico here to-day ostensibly to join Didier Masson in his aeroplane expedition against Guaymas. Hostilities were resumed above Guaymas, according to unconfirmed reports.
