President Melendez's Message.

New York Times 100 years ago today, July 26, 1913:
To the Editor of The New York Times:
    Two competent critics say that the sense of the latter part of President Melendez's dispatch to The Times was wrongly translated. Here is their rendering of the second paragraph in the dispatch:
    National opinion would undoubtedly refuse to ratify the celebration of treaties which, in any way, impaired our sovereignty, but would be favorable to the drawing closer of relations without detriment to our independence and our interests.
