Say Germany Is Preparing.

Berlin Papers Also Get Reports of Austrian Activity.

    BERLIN, Nov. 22.— It is learned in financial circles that a serious shortage of railway and freight cars prevails in the Rhenish-Westphalian industrial region owing to the action of the German authorities in holding back thousands of cars, for the transport of troops to the Eastern provinces.
    The National Zeitung has a Vienna telegram declaring that the First, Ninth and Eleventh Austrian Army Corps have been mobilized for the purpose of guarding the Austro-Russian frontier.
    Two newspapers, the Vossische Zeitung and the Deutsche Tageszeitung, declare to-night that they have indisputable authority for stating that Austria has now mobilized the reserves of three different yearly classes. This means that conscripts, who left the army in successive years, have now been recalled to the colors.
    The Vossische Zeitung states that it is in possession of exact details as to which and how many army corps are affected by these measures, but refrains from publishing them. It also refers to "other measures" which the Austrian War Office has taken.
