Gen. Ourrique Cheered by Deputies as He Moves for Defense Committee.

    RIO JANEIRO, via Panama, Dec. 17.— A bill providing for the creation of a committee for national defense was introduced in the Chamber of Deputies to-day by Gen. Ourrique, who was cheered when he spoke of the American danger. He said:
    "If Brazil is not prepared the United States will transform this country into an American protectorate."
