Selih Bey, Rechad Pasha, and Osman Nizami Pasha — To Start To-day.
CONSTANTINOPLE, Dec. 9.— Official announcement was made to-night that Selih Bey, the Minister of Marine; Rechad Pasha, the Minister of Agriculture, and Osman Nizami Pasha, Ambassador to Germany, had been appointed plenipotentiaries at the peace conference which will begin in London on Dec. 13.
The delegates will start for London tomorrow.
