Turkey Again Asks Powers To Help Her.

New York Times 100 years ago today, November 6, 1912:
France Gives Notice That She Is Ready to Join in Mediation.
ENGLAND WAITS FOR ALLIES
Austria-Hungary Concerned Over the Future of the Albanians.
    PARIS, Nov. 5.— The Turkish Ambassador, Rifaat Pasha, presented to M. PoincarĂ©. the Premier and Foreign Minister, this evening the request of the Turkish Government for mediation, and the Foreign Office immediately took steps to acquaint the other powers with the new Ottoman proposal. The Turkish note says:
    "The Ottoman Government requests the great powers to undertake collective mediation with a view to the immediate cessation of hostilities and the determination of conditions of peace."
    Before undertaking to act M. PoincarĂ© emphasized to the Turkish Ambassador that it must be clearly understood that all idea of exercising pressure was excluded, and that the powers could not undertake the task unless all the belligerents were agreeable.
    On Rifaat Pasha signifying his agreement with this view M. PoincarĂ© notified all the powers that France was ready to join with them in the action requested by Turkey.
