Castro Appeal Ordered.

New York Times 100 years ago today, March 20, 1913:
Wise Is Instructed to Take Case Before Appeals Court Here.
    WASHINGTON, March 19.— United States District Attorney Wise was instructed by the Department of Justice today to take the question of the right of Cipriano Castro, former President of Venezuela, and Edward F. Mylius, the English journalist, to enter and remain in the United States as visitors, to the United States Circuit Court of Appeals at New York in an appeal from the decision of the District Court reversing former Secretary Nagel's orders of deportation.
    Castro was ordered excluded by Mr. Nagel because he refused to answer certain questions asked by the immigration authorities, and Mylius because he had been convicted in London of libeling King George. At first the Government intended taking the cases directly to the Supreme Court.
