Turks Plan Final Effort.

London Times Hears Izzet Pasha Has Been Ordered to Advance.
    LONDON, March 21.— "It seems that the army, despite the reluctance of Izzet Pasha, the Commander in Chief, who recently offered to resign, has been ordered by the Government to advance, and rumor credits the Committee of Union and progress with the intention of making a final effort by sea and land before agreeing to surrender Adrianople," says the Constantinople correspondent of The Times.
    The correspondent adds that 500 wounded men have arrived from the front in the last few days.
