Cuba Balks At Arbitration.

Senate's Course Toward Foreign Claims May Cause Complications.
Special Cable to The New York Times.
    HAVANA, March 22.— International complications may grow out of the failure of the Cuban Congress to pass a suitable bill, providing for arbitration of the claims of England, France, and Germany for damages during the war for independence.
    The Senate Committee on Foreign Relations to-day, notwithstanding the Secretary of State's urgent request for a conference, at which he was expected to point out wherein the powers, objected to proposed arrangements, refused to meet. him. They said the reason was that they resented the interference of the Cabinet member with legislation, and also objected to the invitation being extended to Conservatives who did attend.
    The situation is the more serious because Congress will adjourn on Wednesday, and it is understood that the powers have urged action at this session.
