    LONDON, Friday, Dec. 6.— Premier PoincarĂ©'s speech in the French Chamber of Deputies yesterday confirms the belief that all the questions arising out of the Balkan war will be settled in due time without serious trouble.
    Greece has announced her intention of taking part in the peace conference in London, and it is expected that before the negotiations begin she will either adhere to the armistice concluded by the Balkan States with Turkey or negotiate a separate agreement.
