New York Times 100 years ago today, December 3, 1912:
War Minister Quits Because He Cannot Get Army Enlarged.
TOKIO, Dec. 2.— Lieut. Gen. Uyehera, the Minister of War, tendered his resignation to the Emperor to-day owing to the refusal of the other members of the Cabinet to accede to his demand for the increase of the army by two divisions.
It is feared that the collapse of the Saionji Cabinet is imminent owing to the difficulty of finding a successor to Gen. Uyehera.
There is a consensus of opinion here against military expansion, but Gen. Uyehera's programme admitted of no compromise.
